Due to the volume of emails and requests I receive, I am typically unable to respond to any inquiries sent prior to the admissions process. 

If you're interested in working with me, you should apply to Cornell's Information Science (IS) or Computer Science (CS) PhD programs. Despite having two locations (Ithaca, New York and New York City), Cornell has a single, unified PhD program. PhD students move to the campus where their advisers are located. In your application, you should put me down as a contact at Cornell (whether or not we've actually spoken, this helps us route applications during review) and mention me by name in your statement of purpose.

I look for excellent students whose research interests closely match my own, in particular: (1) computer security and privacy for survivors of intimate partner violence (IPV), human trafficking, and other interpersonal harms and (2) technology innovation for home health care workers. Even if admitted, expressing interest in working with me is not going to be an obligation to do so. Similarly, being accepted does not guarantee we will be able to work together. If your application is competitive, we will have a chance during the admissions process to discuss mutual interests. 

Individual faculty can't unilaterally make acceptance decisions, rather all decisions are made by an admissions committee. Admissions are highly competitive.
